Observation answers the question: “What does the text say?” It’s slowing down noticing the details before determining what the text means. To observe, first ask who, what, when, where, why, and how questions about the passage you’re studying (e.g., “Who is speaking, being spoken to, or might be nearby listening?”). Every answer should be backed up by a verse reference, and your answers shouldn’t be guesses or inferences—they’re simply observations. Answering these questions can also mean reading the passage slowly, looking for key words, repetition, comparison, contrast, relationships, general/specific usage, word order, patterns, or any other details.

19 But Jews came from Antioch and Iconium, and having persuaded the crowds, they stoned Paul and dragged him out of the city, supposing that he was dead. 20 But when the disciples gathered about him, he rose up and entered the city, and on the next day he went on with Barnabas to Derbe. 21 When they had preached the gospel to that city and had made many disciples, they returned to Lystra and to Iconium and to Antioch, 22 strengthening the souls of the disciples, encouraging them to continue in the faith, and saying that through many tribulations we must enter the kingdom of God. 23 And when they had appointed elders for them in every church, with prayer and fasting they committed them to the Lord in whom they had believed.
24 Then they passed through Pisidia and came to Pamphylia. 25 And when they had spoken the word in Perga, they went down to Attalia, 26 and from there they sailed to Antioch, where they had been commended to the grace of God for the work that they had fulfilled. 27 And when they arrived and gathered the church together, they declared all that God had done with them, and how he had opened a door of faith to the Gentiles. 28 And they remained no little time with the disciples.
Acts is a sequel to the Gospel of Luke. Both were written by Luke, a physician who traveled with the apostle Paul. Acts ends with Paul under house arrest, awaiting trial before Caesar, c. A.D. 62. Many scholars assume Acts was written then because it does not record Paul’s defense, release, and further gospel preaching.
The Holy Spirit empowers believers to declare the gospel among both Jews and Gentiles. In doing so they establish the church. The church is the fulfillment of God’s promises from the beginning of time.
Luke’s purpose for writing his Gospel (see Luke 1:3–4) applies to Acts as well: to give an “orderly” account of the early church after Christ’s resurrection. Dedicating the two-volume work to Theophilus, Luke wanted him to have “certainty” about what he had been taught.
Acts tells of the witness of the early church to the truth of the gospel—a theme first introduced in 1:8:
Who wrote Luke? Luke wrote both this Gospel account and Acts. He probably traveled with Paul and participated in his ministry (see Col. 4:14; 2 Tim. 4:11; Philem. 24). Luke was also a physician (Col. 4:14).
The speeches in Acts are an important part of Luke’s historical account. They make up nearly a third of the book. Ten of these are extended speeches: three by Peter, one by Stephen, and six by Paul.
Ananias. There are three different men named Ananias in the book of Acts (see 5:1; 9:10; 24:1). The Ananias who was apparently the first believer to welcome Paul after his conversion is a positive example of obedience to the Lord (9:10–19).
What is “the Way?” In Acts, “the Way” appears six times (9:2; 19:9, 23; 22:4; 24:14, 22). People who belonged to the Way were followers of Christ. It means the way of salvation (16:17) and/or the true way of life in relation to God (see 18:25–26).
What happens next? Acts ends with Paul serving Christ from within a Roman prison. During this time, he wrote Ephesians, Philippians, Colossians, and Philemon. According to the church historian Eusebius, Paul was released, then arrested a second time, and eventually martyred in Rome.
Why did they try to worship Paul and Barnabas? When Paul performed a miracle in Lystra, the people treated him and Barnabas as gods (14:8–18). They did this because of a local myth about the gods Hermes and Zeus visiting their region in human form, seeking hospitality. Only one couple gave them shelter, and as a result they were spared when the gods drowned everyone else as punishment.
Paul’s letter to the Galatians was likely written to the churches he established in the southern part of Galatia during his first missionary journey (Acts 13:1–14:28). He probably sent the letter from his home church in Antioch, sometime before the Jerusalem council (see Acts 15:1–31).
Paul likely wrote 1 Timothy during a fourth missionary journey not recorded in the book of Acts. Writing from an unknown location, Paul wrote to Timothy at Ephesus to instruct him on how to lead the church there. Ephesus was a wealthy and highly influential port city in the Roman province of Asia, renowned for its temple of Artemis (Diana).
Paul probably wrote 2 Timothy during a second imprisonment in Rome following a fourth missionary journey that is not recorded in Acts. Expecting that death would come soon, Paul wrote this “farewell” letter to Timothy, who was at Ephesus, urging him to stand firm and asking him to come for one final visit.
Paul likely wrote Titus during a fourth missionary journey not recorded in the book of Acts. Writing from an unknown location, he instructed Titus in how to lead the churches on the island of Crete. The churches there had apparently been founded by Paul.
Barnabas and Paul first visited Barnabas’s home region of Cyprus before sailing to the southern region of Asia Minor. When they reached Perga in Pamphylia, John Mark left the group and returned to Jerusalem. Making their way to Antioch (in Pisidia), Iconium, Lystra, and Derbe, Paul and Barnabas were driven out of each city by jealous Jewish religious leaders. Later they returned by the same route, strengthening the new churches as they went. From Attalia they set sail for their home in Antioch of Syria.
Paul’s letter to the Galatians was likely written to the churches he had established during his first missionary journey (Acts 13:1–14:28). He probably wrote the letter from his home church in Antioch in Syria, sometime before the Jerusalem council (Acts 15:1–31).

Luke was a doctor (Col. 4:14) and a faithful companion of Paul, accompanying him on several journeys. He was with Paul throughout his two-year imprisonments in both Caesarea and Rome. He is the author of the Gospel bearing his name and the book of Acts, where he records his travels with Paul. Little else is known about Luke. Most scholars believe that he was a Gentile. This is based in part on the fact that Paul does not include Luke among the “men of the circumcision” who were his fellow workers (Col. 4:10–11). How Luke came to know Christ is not revealed, though his thorough acquaintance with the OT suggests that he may have been a “God-fearer” like Cornelius before becoming a Christian. (Acts 21:1–8)
Barnabas was a Levite from Cyprus. His birth name was Joseph, but the apostles called him Barnabas, which means “son of encouragement.” The nickname fit his personality well. Following Paul’s conversion, the Christians in Jerusalem were initially afraid of their former persecutor. Barnabas, however, befriended Paul and introduced him to the apostles. He brought Paul to Antioch to help build a church there (11:25–26), and became Paul’s companion on his first missionary journey. The two men eventually had a sharp disagreement over John Mark, who had left Paul and Barnabas before the end of the first journey. As a result of the disagreement, Paul and Barnabas went their separate ways. While Paul chose Silas as his companion for his second journey, Barnabas took Mark on a separate mission back to Cyprus to strengthen the church there. (Acts 11:22–26)
Acts 14:4 Both Paul and Barnabas are referred to as apostles (vv. 4, 14). The word has the general meaning of “one who is sent.” It is also used throughout the NT as a more technical term for someone chosen and commissioned by Christ for the proclamation of the gospel (Matt. 10:2; Luke 9:1; Acts 1:2, 15–26). Paul understood his calling as an apostle to be like the calling of the original Twelve in this technical sense, because he had seen Christ on the road to Damascus and had been specifically chosen and appointed by Christ (9:15; 26:16–17). See also 1 Cor. 9:2; 15:7–9; Gal. 1:1, 12, 16–17.
Acts 14:9 seeing that he had faith to be made well. The Holy Spirit gave Paul the ability to see what was happening in the invisible, spiritual realm.
Acts 14:11–13 The gods have come down to us in the likeness of men. Since the people were speaking in their native Lycaonian language, Paul and Barnabas were probably unaware of what was happening until the local priest began to offer sacrifice.

Acts 14:14–15 who made the heaven and the earth. Since the Lystrans believed in many gods, it was necessary to begin with the basic message that the Israelite God is the Creator of all that exists.
Acts 14:17 rains . . . and fruitful seasons. Paul tells them their regular harvests, the food they eat every day, and the gladness they experience in the ordinary activities of life are all a witness from God of his existence, wisdom, and goodness. The themes of this short speech will be developed in the speech at Mars Hill (17:16–34). These are the two occasions where Paul speaks to Gentiles who worship idols.
Acts 14:19 Iconium and Antioch were more than 100 miles (161 km) distant by road.
Acts 14:20 The presence of disciples indicates that, despite the opposition, a group of believers was established at Lystra (including Timothy; 16:1).
Acts 14:21 Derbe, about 58 miles (93 km) southeast of Lystra, marked the farthest point in Paul’s first journey. From that city (Derbe) Paul could have continued on south to his starting point of Syrian Antioch on foot. This would have been much easier than going back through Lystra, Iconium, and Pisidian Antioch. Taking this longer route shows the importance Paul attached to maintaining contact with his churches and establishing local elders—even in the cities where he faced violent opposition.

Acts 14:8–23 Lystra was populated mainly by Gentiles and had no synagogue. The ministry of Paul and Barnabas there centered around the healing of a lame man.
Acts 14:23 Paul’s churches followed the synagogue pattern of leadership by elders. The language here indicates several elders in every church (see also, e.g., 11:30; 15:6; 20:17; 1 Tim. 5:17; Titus 1:5; 1 Pet. 5:5). See also note on 1 Sam. 4:3.
Acts 14:24–26 Paul and Barnabas retraced their steps south to Perga and the port city of Attalia. They then sailed home to their sponsoring congregation in Syrian Antioch. This time they shared the gospel in Perga (see note on 13:13). the work. See 13:2. It was perhaps during this time in Antioch that Paul penned his letter to the Galatians (c. A.D. 48).

Barnabas and Paul first visited Barnabas’s home region of Cyprus before sailing to the southern region of Asia Minor. When they reached Perga in Pamphylia, John Mark left the group and returned to Jerusalem. Making their way to Antioch (in Pisidia), Iconium, Lystra, and Derbe, Paul and Barnabas were driven out of each city by jealous Jewish religious leaders. Later they returned by the same route, strengthening the new churches as they went. From Attalia they set sail for their home in Antioch of Syria.
Acts 14:27 opened a door. An expression Paul used elsewhere (e.g., 1 Cor. 16:9).
Acts 13:1–14:28 The Witness in Cyprus and Southern Galatia. Chapters 13 and 14 relate Paul’s “first missionary journey.” Sent by the Antioch church, Paul and Barnabas witnessed on Cyprus and in the southern cities of the Roman province of Galatia.
